Please first try to verify the IP change with whatismyip.com like I told you. As far as I know, you canNOT eliminate the timer, and I think you have the same problem with easy-share, megaupload aso.
The problem with proxies is as I pointed out. If I knew a proxy that is seldomly used, and I post it here, anybody with similar problems would just start to use it. But, in fact, I dont know any. So the only idea I have is that you ask your provider to increase the interval between IP changes.
I dont know about such "private" deals in Singapore, I have a "very local" provider, rather slow but kinda "personal".
